Regin was one of the dwarves listed by the Volva.

Regin was the son of King Hreithmar and brother of Fafnir (who killed their father to receive the treasure Andvarinaut) and Otter (who was killed by Loki).

Regin created Sigurd's sword Gram.
He egged the hero on to fight with Fafnir and revenge the death of his father.
After killing Fafnir, Sigurd ate the flesh of the dragon and could hear the speech of some birds, that were saying that Regin wants to betray Sigurd. When he heared that, Sigurd killed Regin, ate the hearts of the two brothers and drank their blood.

(I'm not sure if the two dwarves with the name Regin are the same or not.)
